ฯพณฯ เอกอัครราชทูต ท่านผู้มีเกียรติ คณาจารย์ผู้ทรงคุณวุฒิแห่งคณะต่างๆ นักศึกษามหาวิทยาลัยรังสิต และท่านผู้มีเกียรติทุกท่าน

ข้าพเจ้าขอขอบใจที่ทุกท่านให้เกียรติเชิญมาที่นี่ในวันนี้ แต่ก่อนอื่นใคร่ขอกล่าวว่าปริญญาดุษฎีบัณฑิตนี้ ก็เช่นเดียวกับเกียรติที่ได้รับความรักใคร่อันอบอุ่นเป็นพิเศษจากประชากรชาวไทยอย่างมากมาย ซึ่งเป็นเกียรติที่ข้าพเจ้ารู้สึกว่าตนเองยังไม่สมควรได้รับ ความรักใคร่ที่ปวงท่านแสดงต่อข้าพเจ้า ถึงแม้ว่าไม่เคยคาดคิดมาก่อน เป็นสิ่งที่ข้าพเจ้าจะจดจำรำลึกไว้ในใจ แต่ก็ยังอดไม่ได้ที่จะรู้สึกประมาณตนและเพียงมุ่งหวังว่าต่อไปจะปฏิบัติตนให้สมเกียรติดังกล่าวได้ โดยการเป็นคนดี เป็นข้าราษฎรที่ดีสำหรับประเทศของข้าพเจ้า และสำหรับพลโลกโดยรวม

ณ วันนี้ จากความเมตตาที่ท่านทั้งหลายแสดงต่อข้าพเจ้า ข้าพเจ้ารู้สึกยินดีที่ได้มีโอกาสกล่าวขอบคุณ และแลกเปลี่ยนความคิดเห็นตลอดจนความรู้สึกนึกคิดบางประการกับท่าน ข้าพเจ้าขอเริ่มต้นโดยกล่าวถึงประเทศไทย ระหว่างการเดินทางไปต่างประเทศ ไม่ว่าประเทศใด ข้าพเจ้าพยายามเฝ้าดูเฝ้าสังเกตว่าอนาคตของประเทศนั้นๆ จะเป็นฉันใด จะก้าวหน้าหรือมีความยุ่งยากแค่ไหน เพียงใด และเพราะเหตุใด? ข้าพเจ้าทำเช่นนี้เพราะมีหลายสิ่งหลายอย่างเหลือเกินที่ข้าพเจ้าอาจเรียนรู้ได้จากประเทศเหล่านั้น จากบรรดาผู้คนของประเทศนั้นๆ จากวัฒนธรรม และประสบการณ์ต่างๆ ที่เขาสั่งสมไว้

ข้าพเจ้ามิใช่ผู้เชี่ยวชาญ และด้วยเหตุนี้ข้าพเจ้าจึงต้องอาศัยการเก็บเกี่ยวมุมมองกว้างไกลและข้อคิดเห็นต่างๆ ด้วยตนเอง ข้าพเจ้าไม่อาจกล่าวอ้างว่าได้ข้อสรุปมาจากข้อมูลและวิชาการต่างๆ อันสลับซับซ้อน หากแต่ได้มาจากการปฏิสัมพันธ์ด้วยตนเองโดยตรงกับผู้คน และโดยเฉพาะอย่างยิ่งกับคนหนุ่มสาวของประเทศนั้นๆ

ดังนั้น หากจะถามว่าความคิดเห็นของข้าพเจ้าเกี่ยวกับประเทศของท่านเป็นอย่างไร? ในหลายๆปีที่ผ่านมา ข้าพเจ้ารู้สึกเป็นเกียรติอย่างยิ่งที่ได้เดินทางมาประเทศไทยหลายต่อหลายครั้ง และยิ่งได้สนทนากับผู้คนมากขึ้นเพียงใด ข้าพเจ้าก็ยิ่งคิดในแง่ดีมากขึ้นเท่านั้น สิ่งใดหรือที่ข้าพเจ้าได้เห็นและได้เรียนรู้? ข้าพเจ้าได้เรียนรู้ว่า ท่านทั้งหลายรักประเทศของท่าน ท่านมีความรู้รักสามัคคี มีความรู้สึกว่ามีจุดมุ่งหมาย เอกลักษณ์ และอนาคตร่วมกัน ซึ่งเหล่านี้คือคุณสมบัติอันหายากมากในโลกสมัยใหม่ในปัจจุบัน ข้าพเจ้ามีความเชื่อมั่นว่าประเทศภูฏานเองก็มีประชาชนที่มีคุณสมบัติดังกล่าว และเป็นเพราะเหตุนี้เองที่ถึงแม้ว่าประเทศของข้าพเจ้าจะมีขนาดแค่ไหน อยู่ในพื้นที่ลำบากยากเข็ญ และเข้าสู่กระแสการพัฒนาสมัยใหม่ล้าหลังเพียงใด ก็ยังอาจกล่าวได้ว่าภูฏานประสพความสำเร็จมากทีเดียว

ในโลกปัจจุบันทุกวันนี้ การศึกษา การพัฒนาและเทคโนโลยีสมัยใหม่ สามารถน้อมนำความก้าวหน้าและความเจริญเติบโตมาสู่ประเทศอย่างมากมายมหาศาลเพียงใดก็ตาม แต่ก็ยังไม่มีทางเลือกใดและรากฐานใดที่ดีกว่า สำหรับประเทศที่จะเจริญรุ่งเรืองในอนาคตได้มากเท่ากับความรักและความเชื่อถือศรัทธาในเส้นทางดำเนินของประเทศ ผู้คนในประเทศไทยได้แสดงให้เห็นถึงความมุ่งมั่นและอุทิศตนเพื่อประเทศชาติของตนเองตลอดมา ซึ่งข้าพเจ้ามีความรู้สึกว่าเป็นสิ่งที่วิเศษสุด

ถึงตอนนี้ข้าพเจ้าขอกล่าวถึงเรื่องที่เกี่ยวกับคนหนุ่มสาวสักเล็กน้อย ในประเทศภูฏานข้าพเจ้ามักจะกล่าวเสมอว่า ยามใดที่เราพูดถึงเรื่องรัฐบาล หรือการเมือง หรือการพัฒนาเศรษฐกิจ เราจะพูดถึงอนาคตเสมอ สิ่งที่บางครั้งเรามักจะลืมไปคืออนาคตนั้นแท้ที่จริงคือคนที่มีชีวิตนี่เอง อนาคตคือคนหนุ่มสาวในวันนี้ พวกเขาอาจจะแต่งกายต่างกัน พูดด้วยภาษาที่ต่างกัน มีความสนใจและความต้องการที่ผิดแผกแตกต่างไปจากคนยุคของบุพการี เราบางคนอาจจะชอบแต่เราบางคนอาจจะไม่ชอบ แต่ถ้าเรามองลึกลงไปในหัวจิตหัวใจของพวกเขา เราก็จะพบว่าคนหนุ่มสาวก็มีใจรักที่จะรับใช้ประเทศชาติเช่นเดียวกับคนรุ่นพ่อรุ่นแม่ อยากเห็นประเทศของเขาเจริญก้าวหน้า อยากสรรค์สร้างอนาคตอันสดใสกว่าเดิมให้แก่ตนเองและลูกหลานที่จะตามมาในอนาคต

ความหวังส่วนตัวของข้าพเจ้าต่อคนหนุ่มสาวของภูฏานเองก็คือ การที่เราสามารถติดอาวุธทางปัญญาที่ถูกต้องให้เขา เป็นเครื่องมือให้พวกเขาได้เรียนรู้ รู้จักจับประเด็นต่างๆ รู้จักตัดสินใจโดยใช้ปัญญา และรู้จักใช้ทุกสิ่งทุกอย่างที่พ่อแม่และประเทศชาติจัดหามาให้ และใช้ให้เป็นประโยชน์อย่างดี พวกเขาจะต้องจงรักประเทศชาติในลักษณะรู้แจ้งเห็นจริง ซึ่งแง่หนึ่งคือรักประเทศชาติ...และอีกแง่หนึ่งคือรักอย่างมีสติ

ข้าพเจ้าเห็นว่าในมุมมองด้านต่างๆ ของประเทศภูฏานก็คงเหมือนกับประเทศไทย ที่ท่านทั้งหลาย คนหนุ่มสาวของไทยที่อุทิศตนเพื่อประเทศชาติ โดยรู้จักใช้กลไกต่างๆ ที่ถูกต้อง พวกท่านก็จะนำประเทศไทยให้ก้าวไกลขึ้นไปอีก

ณ บัดนี้ ข้าพเจ้าอยากจะใช้เวลาเปิดเผยความนัยอันลึกซึ้งส่วนตัวกับท่านสักเล็กน้อย.... กล่าวคือ ปีนี้เป็นปีมหามงคลยิ่งที่ท่านทั้งหลายเฉลิมฉลองวโรกาสพระบาทสมเด็จพระเจ้าอยู่หัวฯ ของท่านทรงครองสิริราชสมบัติครบ ๖๐ ปี ขอให้ท่านทั้งหลายทราบว่า ปีนี้เป็นปีที่พิเศษสุดสำหรับข้าพเจ้าเช่นเดียวกัน ข้าพเจ้ามีความสนใจในประเทศไทยเสมอมา ความสนใจนี้มีรากเหง้ามาจากความชื่นชมอย่างลึกซึ้งในพระบาทสมเด็จพระเจ้าอยู่หัวฯของประเทศไทย ข้าพเจ้าถือว่าท่านเป็นเพชรน้ำหนึ่งในบรรดาแก้วเก็จเพชรรัตน์ทั้งมวล และการได้รับเกียรติอันยิ่งใหญ่เป็นล้นพ้นหาที่สุดมิได้ ในวโรกาสที่ได้เข้าเฝ้าถวายบังคมพระองค์ในเดือนมิถุนายน เป็นวินาทีที่ข้าพเจ้าจะจารึกไว้ในใจตราบชีวิตจะหาไม่... เราชาวภูฏานเข้าใจตระหนักดีว่าพระเจ้าอยู่หัวของท่านนั้นทรงเป็นล้นเกล้าฯ แห่งชาวไทย เพราะชาวภูฏานเองก็มีพระราชาธิบดีที่เราจงรักภักดียิ่งล้นเช่นเดียวกัน

คนหนุ่มสาวของประเทศใด ในประเทศใด หรืออาศัยอยู่ในแห่งหนใดก็ตาม จะต้องมีคนที่เรายกย่องบูชา คนที่เรายึดถือเป็นแบบอย่างด้วยกันทั้งนั้น ทุกวันนี้ มีบุคคลสำคัญอันยิ่งใหญ่มากมายในประวัติศาสตร์โลก ซึ่งพวกท่านอาจค้นพบได้จากหนังสือ โทรทัศน์ หนังสือพิมพ์รายวัน นิตยสารและภาพยนตร์ แต่สำหรับท่าน คนหนุ่มสาวชาวไทย ท่านไม่ต้องมองไปไกลตัว เพราะท่านมีพระบาทสมเด็จพระเจ้าอยู่หัวฯ พระผู้ทรงงานหนัก ทรงพระเมตตา ทรงไว้ซึ่งความเป็นธรรม ทรงอุทิศพระองค์ และทรงบำเพ็ญพระราชกรณียกิจนานัปการเพื่อประเทศชาติ เหล่านี้เป็นเพียงส่วนหนึ่งของพระคุณูปการอันอาจเป็นแรงบันดาลใจให้แก่คนหนุ่มสาวชาวไทย

“พระบาทสมเด็จพระเจ้าอยู่หัวฯทรงสถิตอยู่ในใจของท่านทุกคน ดังนั้น กลางใจท่านจะต้องมีแนวพระราชดำริ เป็นอนุสติในการคิดอ่าน และในการทำงานของท่านตลอดไป”

ข้าพเจ้าเชื่อมั่นเป็นอย่างยิ่งว่าถ้าคนหนุ่มสาวชาวไทยดำเนินตามรอยพระยุคลบาทของพระบาทสมเด็จพระเจ้าอยู่หัวฯ ประเทศไทยจะพานพบกับความสำเร็จ ความสงบสุขและความเจริญรุ่งเรืองตลอดไป

ณ วันนี้ เมื่อท่านสำเร็จการศึกษา จะมีคำแนะนำใดหรือที่ข้าพเจ้าอาจชี้แนะ? ข้าพเจ้าไม่มีสิ่งใดที่จะชี้ชัด และรวบยอดเหมือนในหนังสือตำราเรียน แต่ข้าพเจ้ามีคำถามๆ หนึ่งให้ท่านขบคิดว่า เมื่อนึกถึงวันนี้วันที่ผู้สำเร็จการศึกษาทุกคนจะจากมหาวิทยาลัยไปพร้อมด้วยคุณวุฒิสูงส่ง ความทะเยอทะยาน และความหวัง อะไรหรือคือหน้าที่ของคนหนุ่มสาวในโลกยุคสมัยใหม่ที่เต็มไปด้วยโอกาสอันไม่มีที่สิ้นสุด

ข้าพเจ้าเชื่อว่าหน้าที่ของเราทั้งหลายคือ การรำลึกไว้ในใจเสมอว่ายังมีผู้คนอีกมากมายที่ไม่มีโอกาสเหมือนที่ท่านและข้าพเจ้าเองได้รับ เราจะต้องสรรค์สร้างโลกที่เขาเหล่านั้นมีโอกาสที่จะตระหนักถึงศักยภาพของเขาเช่นเดียวกับเรา แต่การที่จะทำสิ่งดังกล่าวได้สำเร็จ ก่อนอื่นเราจะต้องทำสิ่งต่างๆที่เราทุกคนในฐานะปัจเจกบุคคลต้องถือปฏิบัติให้ดีที่สุด ยอมรับภาระหน้าที่ของพลเมืองที่ดี และร่วมใส่ใจในการสงเคราะห์สังคมโดยรวมในปัจจุบัน รวมทั้งเผื่อแผ่ไปถึงคนรุ่นต่อๆ ไปในอนาคต

นี่คือเนื้อหาของปรัชญาการพัฒนาสู่ความสุขมวลรวมของประชาชาติ หรือ Gross National Happiness (GNH) ของภูฏาน ซึ่งเป็นเรื่องง่ายมาก เราทั้งมวลมีอนุสติที่คอยแยกแยะสิ่งใดถูก สิ่งใดผิด GNH เป็นสติเตือนใจยามเราแต่ละคนออกไปปฏิบัติหน้าที่ ไม่ว่าจะเป็นข้าราชการ ครู ชาวนา หรือนักธุรกิจ คอยเตือนใจเราในการปฏิบัติหน้าที่ว่า เราจะต้องมีความรับผิดชอบในการสร้างสุขเพื่อส่วนรวมด้วย GNH เป็นสะพานที่เชื่อมโยงระหว่างการเติบโตทางเศรษฐกิจและการประพฤติปฏิบัติตามคุณธรรมพื้นฐานของความเมตตา ความเสมอภาค และมนุษยธรรม

เราทั้งหลายในภูฏานมองตัวเราเองมิใช่เพียง “พลเมืองของภูฏาน” แต่เป็น “พลเมืองภูฏานของโลก” และถึงแม้จะเป็นประเทศที่ดูเล็กเพียงแค่นี้ เราคิดว่าวันหนึ่งเราอาจจะเป็นอนุสติเตือนใจให้โลกสมัยใหม่ใบนี้ก็เป็นได้

โดยสรุป ทั้งหมดที่ข้าพเจ้าพอกล่าวได้ก็คือ ทุกท่านนั้นมีบทบาทที่จะต้องทำเพื่อน้อมนำประเทศชาติไปสู่ความสำเร็จในอนาคต แต่ท่านจะต้องมุ่งมั่นที่จะได้เห็นอนาคตที่งดงามและรุ่งเรืองของประเทศไทย และมีส่วนในการผลักดันให้บรรลุเป้าหมาย ชาติไทยของท่านนั้นสร้างสรรค์มาด้วยหยาดเหงื่อ แรงงาน และการอุทิศตนของบรรพชนหลายชั่วคน บัดนี้ ถึงเวลาของคนยุคท่านแล้วที่จะต้องเข้ามามีบทบาทสืบเนื่องภารกิจเหล่านี้ต่อไป

ข้าพเจ้าขออวยพรให้นักศึกษาทุกท่านที่สำเร็จการศึกษาในวันนี้ประสพความสำเร็จและความเจริญก้าวหน้า ทั้งในฐานะปัจเจกบุคคล และมีอนาคตอันสดใสในการเป็นราษฎรที่ดีในราชอาณาจักรไทยอันงดงามแห่งนี้

ข้าพเจ้าขอขอบใจทุกท่านเป็นอย่างยิ่ง ขอให้โชคดี และขอน้อมเกล้าฯ ถวายชัยมงคลแด่พระบาทสมเด็จพระเจ้าอยู่หัวฯ แห่งราชอาณาจักรไทย

In Accepting His Doctorate Degree in Philosophy, Politics and Economics Conferred by Rangsit University Delivered during the University’s Commencement Exercises November 26, 2006

Excellencies, esteemed members of the faculty, students of the university, ladies and gentlemen,

I am truly grateful to you all for inviting me here today. But from the beginning, I must say that this doctorate, like the privileged of receiving the warm affection of so many Thai people, is an honor that I feel I do not deserve. The affection you have shown me, though unexpected, is deeply cherished. I feel humble and can only hope I can begin to earn it by being a good human being and a better servant to my own country and to the people of the world.

Today, for all the kindness that you have shown me, I am happy to have the opportunity to thank you and to share some of my words and to share some of my thoughts and feelings with you.

Now, let me first begin by talking about Thailand. Whenever I travel to any country, I always try and observe what future of that particular nation is likely to be. How successful or how difficult and why? I do this because there is so much that I can learn from countries, their peoples, their cultures and their experiences.

I am not an expert and so I rely on gaining a personal perspective. I cannot claim to make conclusions based on complex data and science but instead I base them on my personal interaction with the people, particularly the youth of that country.

So what is my opinion on your country? I have the great privilege of traveling through Thailand for many years now and the more I talk with the people the more I am filled with optimism. What have I seen and learnt? – I have learnt that you love your country, you have a sense of unity, a sense of common purpose, identity and destiny. These are very rare qualities in today modern world. I believe that, in spite that I believe that Bhutan has such people in spite of our size, difficult terrain and late entry into modern development, Bhutan has achieved so much.

In today world, education, modern development and technology can bring immense growth and progress to a country but there is no substitute and no better foundation for country’s bright future than the people’s love in the course of the nation. The people of Thailand have always displayed a commitment and dedication to their own country which I feel it’s very very special.

Now let me say a few words about the youth – in Bhutan I always say – that when we speak of government, politics or economic development, we always speak about the future. What we sometimes forget is that the future is actually human – they are the youth of today. They may dress differently, speak differently and have different interests and desires that are different compared to their parents and some people may like it and some people may not – BUT if we look deep into their hearts, we find that they share the same desire as their parents to serve their country, to see their country succeed, and to build a brighter and more secure future for themselves and their children.

My hope, my personal hope for young Bhutanese is that we will be able to give them the right tools, the right tools to learn, to grasp issues, to make intelligent decisions and to take everything that their parents and their country have provided to them and utilize them well. They must be capable of Enlightening Patriotism. It’s one thing to love your country… But it’s quite another to love it intelligently.

I suppose in many ways it is the same here in Thailand – you, the Thai youth are devoted to your country. With the right tools, you will take Thailand to greater heights.

Now, I’d like to take a few moments to say something very personal… This year was a very special year as you celebrated the 60th years of His Majesty’s reign. Let me tell you, it was a special year for me as well. I have always had an interest in Thailand – my interest in your country mainly stems from my deep love and great admiration for His Majesty the King. I always believe that His majesty is the gem among gems. And that is why it was the distinct honor for an audience with His Majesty the King in June of this year which I will never forget. This is the memory that I will always cherish to the rest of my life….. We Bhutanese we understand how special His Majesty the King is to the people of Thailand because we too have a King whom we love dearly.

The youth of a nation, in any country, be in any country, must always have people that they can look up to, people that they can seek examples from. Now, there are great figures in personalities in the history of the world and you can find them in books, on television, in newspapers, magazines, and in movies. But you, the youth of Thailand, don’t have to look very far – you have His Majesty the King. Hard work, kindness, justice, dedication and service to the country, these are some of His Majesty’s qualities that you, the youth of Thailand, can aspire to.

“His Majesty has a special place in your hearts. You must now hold a place for His Majesty’s ideals and principles in your minds and in your work.”

I firmly believe that if the youth of Thailand follow His Majesty’ s footsteps, Thailand will always experience success, peace and prosperity.

Now today, as you graduate, what advice can I share with you? I have nothing that is clear and concise like a textbook but I do have one question. What is our duty as the youth of a modern world filled with endless opportunities – symbolized today by all of you leaving university with high qualifications, ambitions and promise?

I believe that it is our duty to keep in mind that there are many people in this world who have not had the same opportunities as you and I. We must bring about a world in which they too, can be given the chance to realize their potential. But to accomplish these, we must first excel in whatever we do as individuals, accept our responsibilities as citizens and share a concern for the welfare of all of society now and generations into the future.

This is the essence of the development philosophy of Bhutan, Gross National Happiness. It is very simple. We all have a conscience that tells us right from wrong. Gross National Happiness seeks to be the conscience in each one of us as we go to work as civil servants, as teachers, as farmers, or as businessmen – reminding us that as we carry out our own duties that we also have a great responsibility to the greater good. Gross national Happiness is the bridge between the pursuit of economic growth and the practice of the fundamental values of kindness, equality and humanity.

We in Bhutan view ourselves not as “citizens of Bhutan” but as “Bhutanese citizens of the world” and small as Bhutan may be, we feel that one day we might be the conscience of the modern world.

In conclusion, all I can say is that every one of you has a part to play in your country’s future success. But you must be willing to see a bright and beautiful Thailand. And you must desire to play a part in it. Your nation was built on hard work and sacrifice of many generations. Now it is time for your generation to play its part.

I wish all the students graduating today success and prosperity as individuals and a bright future as good citizens of the beautiful Kingdom of Thailand.
